Pip: Welcome to thestealingofemily.co.uk — where the question of who actually reads your MP’s email turns out to have a genuinely unsettling answer.

Mara: Martin Newbold has been digging into the parliamentary casework software stack — specifically what happens when automation gets between a constituent and the person they elected. Today we’re looking at the safeguarding stakes of that setup.

Pip: Let’s start with Copilot, Power Automate, and what automated email routing actually means for vulnerable people writing to their MP.

Copilot, Power Automate, and the safeguarding gap

Mara: The starting point here is a specific technical switch: the Copilot Studio inbox agent was scrapped, and its job — categorising incoming emails and automatically forwarding casework — is being rebuilt in Power Automate instead.

Pip: So the routing mechanism changed, but the routing itself didn’t. That’s the tension the post is sitting with.

Mara: Right. And Microsoft’s own documentation confirms the capability exists. The Office 365 Outlook connector has a “When a new email arrives” trigger for shared mailboxes — it can read email and attachments, then call other services or Microsoft Graph.

Pip: So the plumbing works. The question is what flows through it.

Mara: That’s exactly where the post lands. The architecture being described would send every incoming email — including safeguarding disclosures — into Caseworker before any human reads it. The post puts it plainly: “Safeguarding is NOT about putting a record in a system. It is about the MP or a trained person making a HUMAN JUDGEMENT.”

Pip: And if the machine routes it first, the MP never gets to make that first call — whether this is a child at risk, a vulnerable adult, something needing an immediate referral.

Mara: There’s a compounding problem. The post quotes parliamentary evidence directly: Karen Walker stated, “We have been advised… some of the data collected in Caseworker is not as accurate as it could be, because people use it in different ways.”

Pip: Routing everything automatically into a system you already know is inaccurate is a remarkable institutional choice.

Mara: The post makes that consequence explicit. A safeguarding record could be mis-tagged, misfiled, or seen by the wrong people — and the MP would have no visibility until it had already been processed, possibly overseas, possibly by AI.

Pip: The post also notes something striking: in the entire parliamentary evidence transcript, the word “safeguarding” does not appear once.

Mara: Not once. No plan documented for ensuring vulnerable people’s correspondence reaches a trained human before the system touches it. The companion piece, “Parliament, Caseworker software Microsoft 365,” maps the full technical stack — what Exchange, Power Automate, and Dynamics 365 can do — and confirms the capability is real. But capability without policy is exactly the problem.

Pip: The technology can classify, route, log, and case-create automatically. What it cannot do is judge.

Mara: And that judgment — is this person safe, does this need escalation right now — is the entire point of the duty an MP holds.

Pip: The switch from Copilot to Power Automate fixed the data-residency concern. It left the harder question completely untouched.

Mara: Who reads the letter first — the person elected to protect constituents, or the workflow — matters most when the letter is a cry for help.
