Emily Newbold was born in 2006 and is now an adult.

This is why I believe every organisation is now attempting to pass responsibility elsewhere.

Because Emily has turned 18, I am being directed away from Children’s Services and towards Adult Social Care. Children’s Services can now say that she is no longer a child and is therefore no longer their responsibility. Adult Social Care can then say that it did not remove her and holds no relevant records.

That is why I was told to contact Adult Social Care. It is also why I believe the police continue to rely on the claim that the matter has already been investigated and that Emily is now legally an adult.

However, the central issue is being ignored:

Emily was taken while she was still a child.

She was removed from her family while she was a child. Contact with her family was cut off while she was a child. The records I have sought relate to what happened while she was still a minor.

The authorities cannot avoid answering questions about what happened during her childhood simply because she has now turned 18.

My position

But Emily was taken as a child.

She disappeared from the records I have searched while she was still a child.

She was cut off from her family while she was still a child.

After she turned 18, the response changed to:

“She is now an adult.”

That does not answer what happened to her before she became an adult.

They did not lose contact with Emily when she turned 18.

My concern is that they had already lost, removed, concealed or failed to account for her before she reached adulthood.

The system was used to remove her as a child, and her adulthood is now being used to avoid answering questions about what happened to her.

I believe this requires an independent investigation.

The questions that remain unanswered

If Emily is safe, why has no authority provided verifiable confirmation of her welfare?

If she independently chose to end contact after becoming an adult, what explains the missing or absent records from the period when she was still a child?

Why can no public authority provide a complete and consistent account of her placement, education, healthcare, legal status and welfare before she turned 18?

Why am I repeatedly referred between Children’s Services, Adult Social Care, the NHS and the police, with no organisation accepting responsibility for providing a complete account?

Emily’s eighteenth birthday cannot erase the responsibilities public bodies had towards her when she was a child.

It cannot erase the records that should have been created and retained.

It cannot remove their obligation to explain what happened to her before she became an adult.

I am not asking these organisations to disclose information merely because Emily is now an adult.

I am asking them to account for their actions, decisions and records from the period when Emily was a vulnerable child under their responsibility.

Emily was removed from her mother’s care as a child. Since then, I have repeatedly sought information from Children’s Services, Adult Social Care, the NHS, and the police.

The responses consistently state either that there is no record, that another department is responsible, or that the matter falls outside their remit. As a result, no authority has provided a complete account of her placement, records, or subsequent welfare.

I ask that your office investigate whether these fragmented responses have resulted in a failure of accountability, and determine which public authority is responsible for providing a full explanation supported by documentary evidence.
