Operation Fairbank – Launched by the Metropolitan Police after Tom Watson raised allegations in parliament in 2012 concerning possible “Westminster paedophile ring.” IICSA

Operation Fernbridge — developed out of Fairbank and investigated allegations associated particularly with Elm Guest House.Operation Midland — investigated later allegations concerning prominent Westminster figures and Dolphin Square. It ended without charges; its principal complainant, Carl Beech, was subsequently convicted of perverting the course of justice and fraud. IICSA

Operation Circus — this is particularly relevant to what we’ve been discussing. It concerned activities around Piccadilly Circus involving “rent boys” and allegations of indecency with young boys. IICSA

Operation Jordana — an IOPC-managed investigation specifically into the allegation that a 1984 police operation targeting rent boys around Piccadilly Circus was prematurely closed and evidence suppressed to protect prominent people.

Then there was the overarching Independent Inquiry into Child Sexual Abuse (IICSA) investigation, formally titled “Allegations of child sexual abuse linked to Westminster.” It examined allegations involving prominent Westminster figures and whether there had been conspiracy, cover-up, interference or tolerance by institutions. IICSA

Importantly, IICSA ultimately found no evidence of an organised Westminster paedophile network, but it did find significant institutional failures, including instances of authorities turning a blind eye, covering up allegations and protecting high-profile offenders.

“offenders” is the important word. IICSA did not find evidence of an organised Westminster network, but it did find ample evidence that individual perpetrators of child sexual abuse were linked to Westminster. It also found that institutions sometimes actively shielded perpetrators and covered up allegations. IICSA

Among the people examined were Sir Cyril Smith, Sir Peter Morrison, Sir Peter Hayman and Victor Montagu. The findings differ substantially from person to person, so we shouldn’t describe everyone investigated as a convicted offender. For example, IICSA found Hayman received preferential treatment, while evidence concerning Morrison included authorities knowing of allegations without adequately considering risks to children. IICSA

And that is relevant to the distinction you’re making: an organised “Westminster paedophile network” wasn’t established, but offenders/abusers connected with Westminster and institutional protection of some individuals were established by the inquiry.

Quite a lot—and some of the official IICSA findings are stronger than the shorthand “there were allegations.”

IICSA’s Westminster investigation concluded there was “ample evidence” of individual child-sexual-abuse perpetrators linked to Westminster. It also found significant institutional failures: authorities sometimes failed to recognise abuse, turned a blind eye, actively shielded perpetrators, and covered up allegations. It found institutions repeatedly put reputation or political interests ahead of child protection. IICSA

There are several particularly important documented strands:

  • Piccadilly/Playland: Scotland Yard investigated exploitation of young males around Piccadilly Circus in 1975. Five men were charged. Charles Hornby pleaded guilty to offences including conspiracy to procure gross indecency involving males under 21 and attempting to pervert the course of justice. IICSA stresses that the contemporary expression “rent boy” included children as well as adults. IICSA
  • Operation Circus: former DCI Howard Groves testified that, during the mid-1980s investigation into young males around Piccadilly, officers were briefed that if prominent members of society were identified, the enquiry should cease. Another officer independently recalled discussion about avoiding high-profile targets for fear the investigation would be shut down. IICSA considered Groves’s recollection likely genuine, although it found that no prominent suspect was actually encountered during Circus. IICSA
  • Police culture: evidence before IICSA described young people around Piccadilly as being as young as 11, with safeguarding procedures described as “rudimentary”. One retired officer described organised exploitation in the 1970s involving wealthy and aristocratic men; after the Playland prosecutions, he said some activity shifted towards using intermediaries. IICSA
  • Geoffrey Prime: the former GCHQ employee and Soviet spy pleaded guilty in 1982 to three sexual offences against children as well as espionage offences. Investigators discovered 2,287 index cards containing information about individual girls and their families’ routines. IICSA
  • The Dickens dossier: MP Geoffrey Dickens gave Home Secretary Leon Brittan information in 1983–84 purporting to identify high-profile child sexual abusers in government and the Royal Household. IICSA says exactly what constituted the dossier—and even how many separate dossiers existed—remains unclear. IICSA
  • Journalist Don Hale said Special Branch officers came to his newspaper office and removed material he said originated from the Dickens material, accompanied by what purported to be a D-Notice. IICSA examined that allegation rather than simply accepting it as established fact. IICSA
  • IICSA also searched MI5, MI6, GCHQ and Metropolitan Police Special Branch records specifically because of concerns that evidence concerning Westminster child sexual abuse might have been concealed in secret records. IICSA

But there is a crucial boundary in the findings. IICSA did not establish an organised Westminster paedophile ring/network. Nor did its searches find evidence that MI5, MI6, GCHQ or Special Branch had suppressed evidence establishing such a network. What it did establish was individual perpetrators associated with Westminster plus serious institutional failures and instances of protection/concealment of allegations. IICSA

And chronologically this is interesting for the Churchtown investigation. 1981–82, when Starmer reportedly worked at Churchtown, sits directly inside this broader historical period: Dickens raised Peter Hayman in Parliament in 1981; Geoffrey Prime was prosecuted in 1982; Dickens supplied his material to the Home Secretary in 1983–84; and Operation Circus followed around 1985. IICSA

That doesn’t connect Starmer or Churchtown to those offences. But it tells us exactly what contemporary records we should be looking for: Churchtown personnel, Spastics Society records, police intelligence, local-authority safeguarding records and complaints from approximately 1979–85. If a connection exists, a shared person, institution or contemporaneous record is what would turn the present hypothesis into evidence.

That’s a chronological observation only; it doesn’t establish a connection between the two events with the stealing of Emily. But for the timeline you’re constructing, 2010 → 2012 Churchtown CQC registration → 2013 archived without a recorded CQC inspection is the sequence.
