Dear Members of the House Oversight Committee,

I write regarding your ongoing investigation into the Jeffrey Epstein network and the recent request by sixteen Members of Congress for Andrew Mountbatten Windsor (formerly Prince Andrew, Duke of York) to provide testimony concerning his association with Epstein.

I wish to submit the following public transcript, complaint, and supporting chronology relevant to this inquiry.

“Members of the U.S. Congress have formally written to Andrew Mountbatten Windsor requesting an interview regarding his friendship with convicted pedophile financier Jeffrey Epstein.
The letter, signed by sixteen Democratic members of the House Oversight Committee, states that the former Duke of York’s friendship with Epstein began in 1999 and continued after the financier’s 2008 conviction for procuring minors for prostitution.
It further cites reported travel with Epstein to his New York residence, Balmoral Castle, and to Epstein’s private island in the U.S. Virgin Islands, where he has been accused of abusing minors.
The letter notes the existence of a 2011 email exchange in which Andrew wrote to Epstein, “We are in this together,” and concludes that he may hold valuable information regarding co-conspirators and enablers of Epstein’s crimes.
The Committee has requested his appearance before Congress by 20 November, citing the urgency and gravity of this matter.”

As noted in my follow-up correspondence of 13 August 2025, I provided the Key Legal and FOIA Events (Augmented) dossier, wherein President William J. Clinton was named a prime suspect in relation to a series of cross-governmental meetings and data-handling anomalies coinciding with the 1997–2000 timeframe.

On 14 August 2025 at 06:22 a.m. UK time (approx. 3:22 p.m. AEST), I telephoned the Office of the Victorian Information Commissioner (OVIC) on T 1300 006 842 to discuss this matter. The call confirmed that OVIC and IBAC lacked a payment facility to process the FOI Request (FOIR), preventing lawful disclosure of the Operation Dunham recordings of Matt Dunkley. This procedural failure constitutes non-compliance with Article 15 GDPR and APP 12 (Access to Personal Information) under the Australian Privacy Act 1988 (Commonwealth).

Chronology of Relevant Events

2014: Matt Dunkley removed from the Education Department’s Integrity Committee following IBAC inquiries into the Ultranet corruption scandal.

- The IBAC report described a “disturbing pattern of improper behaviour.”
2015: NSPCC briefing presented to the U.K. government identified nearly 500,000 children within the Northern Ireland social-care system who were “unaccounted for” in administrative records, revealing significant discrepancies.
2016: In the Darrell Fraser IBAC case, Dunkley is heard on recorded audio telling Allman:“You told me you fing destroyed all the evidence as soon as you knew … the empire was gone, mate … you told me that you just fing deleted that s*** — got rid of it all, kept yourself ‘squeaky clean’.”
This exchange evidences deliberate document destruction relating to the Ultranet project.
2017: IBAC spokesperson confirmed ongoing investigation of the Ultranet schools project; Dunkley deported from Australia after suspension as South-West Regional Director, Department of Education and Training (Victoria).

Context and Structural Observation

The evidence suggests a broader association between Bill Clinton, Tony Blair, Matthew (Matt) Dunkley, and Andrew Mountbatten Windsor, arising from 1997 diplomatic and educational meetings preceding the disappearance or displacement of over 430,000 children who remain unaccounted for within U.K. jurisdictional records.

Given the magnitude of these removals, it is reasonable to conclude that only individuals occupying elite positions of governmental or institutional authority could have possessed the capability to authorise, conceal, or coordinate such large-scale movements of children across jurisdictions.

Requests to the Committee

I respectfully request that the Committee:

Initiate inter-agency coordination with relevant U.K. and Australian authorities to secure all records of 1997–2000 meetings involving Clinton, Blair, Dunkley, and Andrew Mountbatten Windsor;
Formally request disclosure from the William J. Clinton Presidential Library of withheld documentation linked to these events;
Accept this complaint and evidential chronology as part of the Congressional investigative record; and
Recognise the international and administrative dimension of the potential child-removal network underlying the Epstein–Clinton–Blair–Dunkley nexus.

Transparency and inter-governmental cooperation are essential to achieving justice for affected children and restoring public trust in both the U.S. and U.K. systems.
