Dear Minister Swann, and other parties
On 12th September 2025 AT 10:50am, I spoke with Clare (extension 1024), 111 who confirmed she had discussed my case with her manager, Harvey Bailer. This was in relation to the letter from my GP that I had provided.
Clare and Mr. Bailer stated that they could not locate any NHS records for me and therefore could not provide any health records. Despite the absence of medical files, they asserted that my health was “perfect.” i asked if my daughter Emily is in perfect heath as the Doctors letter attached seems to indicate that my daughter Emily in no longer on her NHS 648 343 9091 number that she was born with is no longer attached to her am to be informed from this that she has been abducted along with 430,000 other children as identified by the NSPCC and the recent 2025 government statistic of children on obtain their children’s trust fund
The attached letter dated 6 October 2025 from The Hill Surgery (signed by Jackie Horton, Complaint Investigator) confirms that the practice was unable to identify any persons named “Catherine” or “Emily” with the NHS numbers provided, and that no such persons are registered at the practice. This contradicts previous records confirming my daughter’s birth and registration.

Jess’s Law requires transparency where a child’s welfare, health data, or safeguarding status may be at risk. The principle is clear: no child should disappear from official systems without accountability or investigation.
Given that the NSPCC and recent government statistics identify approximately 430,000 missing or unaccounted-for children in the UK (particularly in connection with unclaimed Child Trust Funds), this situation raises immediate safeguarding and data protection concerns.
Please confirm receipt of this letter and provide a written explanation or investigation reference number. If this matter falls outside your department’s remit, please forward it to the appropriate authority and notify me of that referral.
I request an immediate investigation to establish:
- Whether my daughter remains registered under NHS number 648 343 9091;
- When and by whom any alteration or removal of this record occurred;
- Whether there is any record of her health, wellbeing, or safeguarding alerts within NHS or police systems; and

Additional Context – Political Misrepresentation
On 18 September 2025, Prime Minister Keir Starmer stated publicly at Chequers (standing alongside President Donald Trump):
“I draw a limit between free speech and the speech of those that want to peddle paedophilia and suicide … to children.”
This remark, broadcast internationally, was used to conflate legitimate grievances and documentary evidence raised by families (including my own) with the criminal exploitation of children. It has the effect of chilling oversight, misrepresenting victims, and shielding fraudulent conduct from scrutiny under the guise of protecting children.
When such a statement is made at the highest level of government, in front of a U.S. President, it is no longer a domestic matter. It becomes an international one: the UK Government presenting false narratives about children and safeguarding to its allies. This makes FBI interest a matter of reciprocity, especially where U.S. records (e.g., Clinton Library, Epstein flight manifests) are directly tied into the unanswered questions about missing children and misused public funds.
