Subject: Formal Notice – Breach of Duty and Jurisdictional Accountability
Dear R. Abiola, Administrative Court Office Immediates
Please be advised that, as an officer within the Administrative Court and therefore a regulator of judicial procedure, you are under a clear legal and ethical obligation to act with honesty, transparency, and fidelity to the rule of law.
Any deviation from these standards — including the refusal to process, transfer, or properly acknowledge an application within the Court’s remit — represents a serious breach of statutory duty and undermines public confidence in the integrity of the judicial system.
I refer you specifically to the active arrest warrant concerning my daughter and the broader matter of approximately 430,000 missing Child Trust Fund and young adult records. The failure by any public authority to take lawful and proportionate action in relation to these matters may constitute misfeasance in public office, obstruction of justice, and a violation of ministerial and judicial obligations owed to the public.
Your correspondence, stating the application is “out of jurisdiction” without reasoned justification or referral to the correct authority, is not acceptable. I therefore require:
- A written explanation identifying the statutory or procedural basis for your claim of non-jurisdiction; and
- Immediate clarification of which court or authority holds jurisdiction so that this matter may proceed without further delay or prejudice.
Please treat this correspondence as a formal notice that continued failure to act lawfully or transparently may be raised with the Judicial Conduct Investigations Office, HMCTS Senior Management, and, if necessary, Parliamentary oversight committees.
Yours faithfully,
Martin Newbold
