HMRC Acknowledges FOI Request (FOI2025/154798)

On 19 September 2025, HMRC acknowledged receipt of my Freedom of Information request under reference FOI2025/154798.
They confirmed that:
- The request was logged on 19 September 2025.
- HMRC aims to respond within 20 working days (deadline: 17 October 2025).
- If they cannot respond by that date, they will write to explain the delay and provide a revised timescale.
This request concerns the status of Child Trust Fund and Junior ISA records, including missing beneficiaries and the scale of unallocated accounts.

Subject: Freedom of Information Request – Child Trust Funds and Junior ISAs
Dear HMRC FOI Team,
I am writing under the Freedom of Information Act 2000 to request data relating to Child Trust Funds (CTFs) and Junior Individual Savings Accounts (JISAs).
Please provide the following:
- The total number of Child Trust Fund accounts originally opened for eligible children (by cohort year 2002–2011).
- The total number of CTF accounts that remain open and active today.
- The number and total value of matured but unclaimed CTF accounts (where the beneficiary has turned 18 but not accessed the funds).
- The number and total value of CTF accounts transferred into Junior ISAs, broken down annually since transfers were first permitted.
- The current total number and value of Junior ISAs (excluding transfers from CTFs).
- Any internal analysis or estimates held by HMRC regarding the number of lost, dormant, or uncontactable beneficiaries for CTFs or JISAs.
I would appreciate if the data could be broken down by year where possible, and if provided in a machine-readable format (such as CSV or Excel).
If any part of this request exceeds cost limits, please prioritise items (1)–(4), as these are central to understanding the scale of accounts and transfers.
