Letter to Josh MacAlister OBE MP

Dear Mr MacAlister,

I am writing regarding my daughter, Emily Cathryn Newbold-Smith (DOB 30/10/2006, NHS No. 643 343 9091).

This matter has been raised previously with the Department for Education and with ministers, including in my correspondence of 19 December 2019 to Mrs Kemi Badenoch when she held ministerial responsibility. I am now advised to direct this correspondence to you. When I asked her to bring it before the House of Commons.

The case involves:

Jurisdictional irregularities, with records and actions generated in Northern Ireland despite Emily never being physically present there.
Closed Material Procedure hearings that produced records which are factually inaccurate and continue to affect safeguarding oversight.
Data protection breaches with consequences for Emily’s status, entitlements, and welfare.
A serious identity confusion, in which my own identity has been wrongly associated with that of a criminal.
Targeting of my family by government bodies as a direct result of this identity confusion and the propagation of inaccurate records.
A breach of child protection law, namely that a child cannot lawfully be placed more than 50 miles from their family’s home — a principle which has been violated in this case.
The involvement of high-level figures, including:
- Lord Peter Mandelson, whose correspondence with Jeffrey Epstein has raised serious questions of influence and corruption. Searches and documentary evidence now link both Mandelson and former Prime Minister Tony Blair to Epstein, with materials formally submitted to the U.S. Department of Justice (DOJ) for review.
- Matthew Dunkley, whose crimes in Australia included the theft of education funds while serving as Regional Director. He was investigated under IBAC’s Operation Dunham, during which recordings captured Dunkley discussing the deletion of complainants’ complaints and the destruction of evidence. Despite this, he was later restored to senior roles in UK children’s services. Dunkley is now further linked to both Blair and Clinton in documents held by the Clinton Presidential Library and Museum, placing his activities in the wider context of international policy, funding, and safeguarding failures.
Alarming national statistics, showing:
- Over 1,500 children’s care homes are not adequately inspected or checked for safety by government regulators; and
- Around 430,000 children are effectively missing from oversight — having not received their Child Trust Fund monies and in many cases having been cut off from their parents altogether.

I must stress that my investigation has now broadened to matters that fall within the scope of Class 1 offenses in the criminal sector, and I have accordingly written to the police. The behaviour of the other party is criminal in nature, and urgent ministerial attention is required.

I therefore request from you:

A ministerial review of the Department’s locus where English children’s services actions have intersected with Northern Ireland agencies without lawful basis.
A clear pathway for record correction to ensure inaccurate and harmful material is rectified swiftly across systems (education, safeguarding, and health).
A named point of contact in your Department to coordinate with my MP, Ms Helena Dollimore, and relevant regulators.
Confirmation that this matter will be treated with the seriousness it requires, given the criminal aspects now established.
Immediate action to rectify the identity confusion that has wrongly linked me to a criminal, including:
- Full correction of inaccurate records across all agencies and systems;
- Formal notification to both the police and the Information Commissioner’s Office (ICO);
- An assurance that the targeting of my family by government bodies will cease, with accountability for how this was allowed to occur.

Please acknowledge receipt of this correspondence and confirm the reference number assigned. I am prepared to provide a full dossier and supporting documents.
