Dear Port Director / CBP Officer at Teterboro Airport,

I am submitting this request under the Freedom of Information Act (FOIA) and applicable safeguarding legislation for urgent review and assistance in locating my daughter, Emily Cathryn Newbold Smith, born in 2006, of UK nationality, who is registered missing and under international safeguarding investigation.

Request Scope:

I seek access to any and all passenger entry records, flight manifests, customs clearances, or declarations for the individual named above, who may have entered or transited the United States via Teterboro Airport (KTEB) between 2009 and 2011.

This request includes but is not limited to:

• eAPIS records filed under her name
• General declaration and manifest logs for inbound international flights
• Any CBP clearance documents or forms signed by the aircraft commander or FBO representative
• Arrival logs from aircraft with the following tail numbers:
  • N908JE (Boeing 727)
  • N212AZ (Gulfstream II)
  • N120JE (Gulfstream IV)
  • N135AK (Gulfstream G1159B)
  • N474AW (Bell helicopter, where applicable)

If records fall under the jurisdiction of a private Fixed Base Operator (FBO) at KTEB (e.g., Signature Flight Support, Meridian, Atlantic Aviation), please notify or refer this request accordingly.

Legal Grounds:

• U.S. Freedom of Information Act
• Child protection laws under U.S. and UK treaties
• Article 15 UK GDPR (as Emily is a UK national, and the request is made by her legal parent)
• International Safeguarding and Missing Child protocols

I am happy to supply:
