Dear ONS Freedom of Information Team,

I am writing to request urgent clarification and access to statistical records concerning international UK-linked flight data, particularly those pertaining to the period between 2002 and 2015.

As part of a public investigation into the disappearance of my daughter, Emily Cathryn Newbold Smith, I have been reviewing publicly released documents — including the Epstein-Maxwell flight logs — which show a series of recorded flights from and to London and Waterford up to 2002, but no UK-linked entries thereafter.

This absence raises serious concerns regarding:

• The integrity and completeness of UK flight records,
• Potential systematic omissions in cross-border aviation data, and
• The lack of statistical traceability for missing children whose departures may not have been properly logged.

The core concern I wish to raise now is this:

There is a credible and concerning timeline overlap between Epstein’s development and operations on Great Saint James (2009–2019) and Emily’s documented removal from her home and legal guardianship (2009–2010).

1. Whether any flight logs, visitor entries, or construction crew records exist for either island during the period 2008 to 2011, and if they can be reviewed in light of this child’s disappearance.
2. Whether your office is aware of any UK or BVI-linked movements of minors to or from Little or Great Saint James during that timeframe.
3. If so, whether a request can be made to preserve or re-examine digital records, including security logs, as part of an international safeguarding concern.

Request for Clarification:

1. Does the ONS hold or publish statistics relating to:
   • Private international charter flights to/from the UK (2000–2015)?
   • Passenger departure/arrival logs by jurisdiction (e.g. Teterboro ↔ London)?
   • Missing persons correlated with travel or international flight data?
2. If these records exist, please provide access to:
   • Any breakdowns by departure airport (e.g. Heathrow, Gatwick, Farnborough)
   • Anomalous or unexplained gaps in aviation data post-2002
3. If these records do not exist or are held elsewhere, please confirm:
   • Whether ONS has requested such data from the Civil Aviation Authority, Border Force, or the Department for Transport
   • Whether statistics involving missing persons and travel are deliberately excluded from public releases

Context:

This request forms part of a wider pattern of non-disclosure by UK agencies despite parallel U.S. releases of full flight logs and manifests. The failure to trace Emily’s departure or confirm her presence in any UK travel data contradicts legal obligations for transparency under GDPR, FOIA 2000, and safeguarding protocols.
