Summary of Complaint to the Information Commissioner’s Office (ICO)

I am raising a complaint concerning the apparent unauthorized tampering, removal, or suppression of critical legal documents related to an active legal case. These documents, including communications from the Local Government and Social Care Ombudsman (LGSO), were originally received via email (6 February 2025) and hard copy (25 March 2025) and contained sensitive personal and family data.
The files were stored securely on BitLocker and TPM-protected machines and had been uploaded to my public website (The Stealing of Emily)—confirming their prior existence. However, all local copies of these files, including PDFs titled “25-02-26-ltr-acknowledgement-information-access-request-24_365.pdf”, have now inexplicably vanished. This includes both the original emails and file paths, despite exhaustive searches using local and third-party indexing tools.
Efforts to locate them across multiple devices have failed. I have already raised this with East Sussex Council due to concerns that their infrastructure—hosted at the Hastings Innovation Centre—may be implicated in digital interference.
I have also been informed directly by the Prime Minister’s Office that communications sent by Royal Mail Special Delivery to their office have been tampered with, which further strengthens my concern that a broader pattern of unlawful interference may be taking place.
These events have:
- Obstructed legal proceedings, as LGSO material is needed in court.
- Violated my right to privacy and control over my personal data.
- Caused emotional distress and loss of trust in local authority data handling.
I believe this may constitute unlawful access and interference under the Computer Misuse Act 1990, the Data Protection Act 2018, and potentially the Theft Act 1968 in relation to the removal of data or property belonging to me.
