Subject: Request for Intervention and Escalation Due to Lack of Response from My MP
I hope this letter finds you well. I am writing to raise concerns about an issue I have been facing that has yet to receive proper resolution despite multiple attempts to engage with my elected representative, Helena Dollimore MP.
I have attempted to reach out to Ms. Dollimore regarding an urgent and sensitive matter concerning the โSuspected unlawful concealment of a minor by Newry Social Services, in breach of safeguarding duties and jurisdictional authority. Oblique behaviour and conduct amounting to administrative prorogation of public accountability.โ but have unfortunately encountered a lack of communication or assistance from her office. My efforts to seek assistance have been met with continued silence, and I am left without support in addressing this pressing issue.
Given the significance of the matter and the lack of response from my MP, I now turn to your committee for intervention. I respectfully request that PACAC review this situation and take appropriate action in ensuring that such concerns are addressed in a timely and accountable manner.
Enclosed with this email are the relevant details and any supporting documents regarding the matter. I also request that PACAC considers this as a formal complaint, and I look forward to your guidance on the appropriate next steps.

Re: Follow-up on Correspondence โ Request for Consideration of Broader Issues Involved in My Case
I am writing further to your automated acknowledgment of my earlier correspondence regarding my ongoing case and related complaints. I appreciate the Committee’s role in examining constitutional issues and the standards of administration within Civil Service departments. However, I wish to highlight several critical matters that go beyond individual case investigation, which I believe align with your remit and warrant your attention.
As referenced in my previous correspondence, I have been experiencing significant difficulties with various public bodies, including the Public Services Ombudsman (PHSO), Local Government and Social Care Ombudsman, Information Commissionerโs Office (ICO), and others. Despite providing comprehensive documentation, I have yet to receive appropriate responses.
The details outlined below further demonstrate systemic issues of data protection, accountability, and the lack of meaningful oversight by relevant authorities, all of which undermine public trust in the functioning of these bodies.

- PHSO Case Reference: RM SD SF 5814 9031 4GB
This case, involving serious concerns around child safeguarding and social care practices, was submitted to the PHSO on January 4, 2021. Despite the volume of evidence and detailed complaint, the Ombudsmanโs handling of the case has been problematic, with numerous delays and a lack of transparency. - Parliamentary Complaint Reference (SF 8012 6763 9GB)
My complaint regarding the Department of Health was forwarded to the PHSO on February 21, 2022. Again, despite the evidence of serious oversight failures, no satisfactory resolution has been reached. This ongoing delay is a concerning pattern across multiple institutions, as highlighted in my communications with your office and other oversight bodies. - ICO Case Reference: IC-337307-W2B4 (October 28, 2024)
Despite submitting a formal data access request to the Information Commissionerโs Office, I have not received the required information in a timely manner. The case references included in my correspondence outline numerous attempts to resolve issues with transparency, yet they remain unresolved, further highlighting concerns about the impartiality and efficiency of the ICO in addressing data protection complaints. - Other Relevant Complaints and Submissions:
- A report to the Serious Fraud Office (SFO) concerning fraudulent activities and maladministration (October 2024).
- Several complaints to the Police Ombudsman regarding mishandling of child protection concerns and failure of authorities to address legitimate claims (November 2024).
Request for PACACโs Attention:
Given the complexity of the case and the serious implications on constitutional rights, I request that the Committee consider the broader implications for public administration and civil service accountability. Specifically:
- The systemic failures of public bodies such as the PHSO, ICO, and Local Government and Social Care Ombudsman, whose conduct appears to fall short of the expected standards in handling complaints of this nature.
- The lack of effective oversight of Closed Material Procedures (CMP) and other administrative practices, which are increasingly being used to sidestep transparency in legal proceedings affecting individualsโ rights.
- The impact of these administrative failures on vulnerable individuals and families, particularly in relation to child safeguarding and health care procedures.
Conclusion:
I believe my case not only raises serious concerns about individual rights but also about the broader functioning and accountability of public bodies. The ongoing failures in responding to these complaints and the lack of effective oversight are systemic issues that must be addressed.
While I understand that PACAC may not be able to resolve individual complaints, I ask that the Committee consider the implications of my case on public administration and oversight practices in the context of its broader work.
