RE: NFRC241207046189 / Action Fraud Case 8872649
Dear Head of Action Fraud,
Thank you for your letter regarding my report, recorded under references NFRC241207046189 and Action Fraud Case 8872649. I appreciate your acknowledgment and the steps you outlined for utilizing the information provided to enrich the intelligence picture and inform prevention strategies.
However, I am concerned about your decision not to classify this matter as a police-recorded crime. The allegations, including potential corruption involving an official and the misuse of public office, appear to fall under the purview of criminal investigation, as defined by the Fraud Act 2006 and related legislation addressing abuse of position and dishonesty.
To date, the following steps have been taken to escalate this matter:
- Complaint to the Information Commissionerโs Office (ICO): Case Reference IC-337307-W2B4, addressing related breaches of data protection laws.
- Referral to the Serious Fraud Office (SFO): Case Reference c98c91180d570dc, for further investigation into potential fraud and corruption.
Given the gravity of these allegations and their implications for public trust and institutional accountability, I respectfully urge a reconsideration of your decision. This case requires a thorough investigation, and I would appreciate confirmation that the details of this report are being shared with appropriate enforcement bodies to ensure proper scrutiny and resolution.
Should you require further evidence, clarification, or documentation to support this process, I am more than willing to provide additional information. Please do not hesitate to contact me at [Insert Contact Information].
Thank you for your attention to this serious matter. I look forward to your response.
Yours sincerely,
Martin Newbold

Subject: Clarification on Crime Reporting
Dear Prime Minister,
Is it correct that some crimes, like fraud or corruption of a public officer, are excluded from police-recorded crime under the Home Office Counting Rules? I was informed my report couldnโt be classified as a recorded crime, referencing the rules outlined in the Home Office document titled Counting Rules for Recorded Crime.
This approach seems particularly unjust when agencies like IBAC in Australia are actively investigating corruption in cases like Operation Dunham and the Ultranet Scandal, yet similar systems donโt appear to apply here in the UK. How can public trust in law enforcement and accountability be upheld when such matters fall outside recorded crime classifications?
If true, does this approach impact justice for victims, and are there plans to revise these rules to ensure all crimes are appropriately recorded and addressed?
Yours sincerely,
Martin Newbold
