I wrote 11th and 12th November 2024 to the investigator who had been assigned to my police complaint and ten other parties under references ) Helen Dollimore MP ( No reference given); East Sussex County Council, John Web Legal East Sussex Reference 19567481, 19890574, 19890574,19567481, 15938249, IC-340906-C7G6, IC-337307-W2B4; CVONI ( No reference given); European Union EHCR Reference cases: 4867, 4889, 4882, 4873, and the remaining open case 4920 NICCY NICCY09-24.01; LGO : Case ID 24012899; Legal Team , TOF-2032-2024 ( ref: 18971405); Private Office NI; Newry Court House 50239746-2024; International Criminal Court, Oude Waalsdorperweg 10, 2597 AK, The Hague The Netherlands, Tel: +31 (0)70 515 8515 who had all failed to provide me with report in respect to my daughter’s welfare because of the alleged heinous crimes and violence that they had afforded to my family unjustly. This communication served as a formal request for an update regarding my missing daughter, Emily Newbold Smith (DOB: 30/10), under the above-referenced case numbers. This also enclosed a letter from East Sussex Councilor ย Keith Glazier who stated:

“In September 2024, the Cabinet considered an exceptional report that set out the acute and growing financial challenge that the Council faces: RPPR Update Report.pdf.  The report reflected that a combination of national cost pressures and increasing demand for local services, particular with Childrenโ€™s and Adult Social Care, is putting the sustainability of the essential services we provide to all our residents at risk.

This message is placed on public record, as previously submitted, and I am seeking information on any progress made in the investigation. Could you please inform me of the steps that have been taken to date? My daughter remains missing, and the situation is of the utmost concern. Please find attached a letter previously sent via Signed For Delivery (Ref: SA 0609 9679 5GB). I await your response.

I have expected the ICO to act on my information requests on East Sussex County Council instead of Hiding behind tribunal in cases IC-340906-C7G6 stating under IC-340906-C7G6 stating on the 11 November 2024in respect to ESCC, IC-255415-V5N6 and C256137-B8Q5.”We have searched our records based on the information you provided. We are unable to locate the personal data you have requested.” It appears they no longer have
arguments.


This is compounded by NI Direct action in regard to its inability to process complaints for
more than 14 Local Authority due to its communication role under GDPR any perceived handling of complaint where it shared personal data would breach this act and therefore halt the investigation of any government agency in Northern Ireland I have been pursuing East Sussex for 14 years due to its crimes concerning children and its Children Director that stem from his criminal actions in Victoria Australia which have been part of Geelong IBAC investigation It is disclosed in taped recordings that this director has previously actively destroyed documents in breach of sections of data processing act.


The allocation of ESCC ยฃ50 million in public fundsโ€”set to rise to ยฃ80 million for services that
are evidently โ€œnot fit for purposeโ€โ€”is a gross mismanagement of resources. Instead of improving the lives of children, these funds are being funnelled into a broken system, one that prioritizes self-preservation over child protection. This demands immediate investigation and redirection of resources to stop further harm. In fact, Kieth Glazier has stated in his communication to me Wed, Oct 30, 2024 at 10:03 AM : In September 2024, the
Cabinet considered an exceptional report that set out the acute and growing financial challenge that the Council faces: RPPR Update Report.pdf. The report reflected that a combination of national cost pressures and increasing demand for local services, particular with Childrenโ€™s and Adult Social Care, is putting the sustainability of the essential services we provide to all our residents at risk. In presenting a budget deficit of ยฃ55.3m in 2025/26 rising to ยฃ83.6m by 2027/28, the Cabinet agreed the next steps to be taken in response to the deteriorating situation. This included starting public consultation on a range of proposed savings within Adult Social Care (ASC) and Community, Economy and Transport
(CET).


Additionally, ESCCโ€™s allocation of ยฃ50 million in public funds, expected to rise to ยฃ80 million,
is funding a system that remains “not fit for purpose.” This considerable budget allocation continues to fuel a broken system that appears more focused on self-preservation than the welfare of children. This requires urgent scrutiny, as these resources could be redirected to genuinely protective and supportive services. Destruction of evidence and manipulation of social work reports, coupled with unlawful placements of children far from familial ties, show an undeniable culture of corruption. NI Direct and East Sussex are failing in their statutory and moral obligations to protect vulnerable children, instead perpetuating a system that is actively harming them.

I state on the record that my daughter is still missing and has not been located since I last wrote to you on September 23, 2024. Despite my ongoing efforts to locate her, I have not received any new information regarding her whereabouts. This remains an urgent matter, and I would appreciate your assistance in ensuring that all necessary steps are being taken to resolve this situation. She went missing in 2017 from an address in Newry. No one has provided me any details of what transpired after that date to her that appear genuine. In addition, I would like to inquire about the impact of my ongoing complaints to the European Court of Human Rights (ECHR). Specifically, I have made five separate complaints related to this case and would appreciate clarification on how these proceedings may be influencing or intersecting with your investigation. These complaints include the ongoing review of the following cases: 4867, 4889, 4882, 4873, and the remaining open case 4920. These cases are central to the broader issues I wish to address, and I kindly request that they be considered in the context of the issues raised below. Furthermore, I would like to bring your attention to a recent development: The Children and Families Truth Commission (CFTC) has released a preview of its first report, which has been endorsed by the University of Birmingham. The report investigates systemic flaws within the UKโ€™s child welfare and family law systems, particularly in how the current court processes may fail to adequately protect children and families. It highlights concerns regarding cases where the rights of children and families are compromised in legal situations, and it advocates for a cultural shift in how childrenโ€™s voices are heard and prioritized in family court decisions. This repository contains my own case, listed as item 35 in the complaint. The Commissionโ€™s findings align with ongoing concerns regarding transparency, accountability, and the need for significant reforms in family law practices, particularly in relation to safeguarding the well-being of children in custody disputes and family proceedings.
