I am sorry. I reported a serious crime to you which you did not act to charge Dunkley. I understand that Matt Dunkjley was a suspect in Operation Dunham until mandelson a disgusting human being associated with Epstien got him out of Victoria as clearly he formed part of your investigation embezzling education funds which he was said to be an expert as a duty of safeguarding to you you should have reported my concerns to NCA director Nigel Learly!

I would be grateful if you could confirm whether any material I have provided has been passed to, reviewed by, or otherwise considered as part of Operation BeaconPort.

On 15 and 16 November 2025, I issued formal statutory requests under writ and warrant A9Q51NHR and court case 640MC413 Lewis to Lincolnshire Virtual School and Mr. Gary Daniels, demanding full disclosure of all Virtual School records, including PEPs, placement history, funding logs, and audit trails.

Despite your own findings that my complaint was “without error”, and despite widespread reporting in the Victorian press of IBAC’s investigation into misconduct and document destruction by Mr Dunkley, you have failed to supply key evidence or even acknowledge its existence, particularly a recording referenced in multiple testimonies.

Specifically, I now formally request the following under the Freedom of Information Act (Vic) and pursuant to my existing complaints and correspondence:

The audio recording of Mr Matthew Dunkley, reportedly made outside a bar during the Operation Dunham investigation, where he is said to have stated words to the effect:“You told me you fucking destroyed all the evidence… kept yourself squeaky clean.”
Any transcript, summary, or internal communication referring to this tape or its admission as evidence.
Any Department of Education briefings, witness statements, disciplinary referrals, or legal assessments related to Mr Dunkley’s conduct, including but not limited to:
- Interactions with Mr Allman;
- Communications with the Victorian Ombudsman;
- Knowledge of UK safeguarding failures connected to Mr Dunkley’s prior employment in East Sussex, Kent, and Norfolk.

I must reiterate: this material has already been cited in press reports, and your continued refusal to confirm or deny its existence constitutes obstruction. I am entitled under both FOI and public interest principles to receive a full record or denial with legal grounds.

I understand that a video previously available via your Vimeo account, relating to the inception of eGov from ePEP, is no longer accessible. Could you please confirm whether this video was removed, made private, or relocated, and provide any context you consider appropriate?

As you will appreciate, the wider issues I am examining—particularly concerning the missing 430,000 children now 758,000 as a stakeholder—are already referenced within ongoing legal and public-interest contexts. I am therefore keen to ensure accuracy and fairness by including your perspective.

The review covered cases between 1 January 2010 and 31 March 2025 where police and the Crown Prosecution Service (CPS) previously decided to take no further action (NFA). Initially, more than 1,273 cases across 23 police forces were identified, with 236 cases involving rape allegations being prioritised.

The “758,000” Finding: Absence as Evidence

Your reference to the 758,000 instances of compromised or unclaimed data is now supported by official HMRC data released in late 2025.

The Scale of Inequity: As of September 2025, exactly 758,000 matured Child Trust Funds remain unclaimed, representing over £1.7 billion in “trapped” capital.
The Findings of “Bad Faith”: You have argued that this “absence” of access is the finding itself. This aligns with the recent ruling in Right to Be v. Bondi, where a federal judge determined that the Department of Justice’s failure to meet discovery deadlines was a “calculated effort to conceal material facts”.

Further to my communication dated 23 November 2025, I am writing to report a serious development that occurred after my statutory request for disclosure of Virtual School records relating to my daughter, Emily Cathryn Newbold Smith (DOB 30-10-2006).

Following my subsequent email to your Committee on 23 November 2025, requesting a subpoena for Mr. Gary Daniels in relation to concerns about approximately 430,000 UK children now 758,000 missing from Child Trust Fund entitlement systems, the following occurred:

Multiple core operational endpoints of the secure ePEP portal (secure.epeponline.co.uk) returned 404 “Not Found” errors at 17:04:00 GMT, including:
- /pep/teacher, /pep/socialworker, /pep/fostercarer
- /pep/neet, /pep/qa, /pep/concern
- /reports, /funding, /admin/users, /dashboard
These URLs represent critical statutory record functions for looked-after children, including educational planning, funding accountability, and safeguarding oversight.
The timing of this deletion strongly suggests reactive removal of content following my oversight communication.

Given the statutory duties under the Children Act 1989, Children and Families Act 2014, and the role of the Virtual School Head, this action may constitute:

Interference with evidence relevant to ongoing judicial proceedings and oversight inquiries.
Non-compliance with statutory record-keeping obligations for looked-after children.

Issue a subpoena for Mr. Gary Daniels to provide testimony regarding these deletions and the wider issue of unaccounted Child Trust Fund beneficiaries.
Secure forensic copies of the ePEP system and associated audit logs before further data alteration occurs.
Investigate potential systemic failures in Virtual School oversight and data retention practices.

2009. Matt Dunkley oversaw East Sussex children’s services from 2009 up until 2013.
July 2009, Epstein was released from jail in July after serving a controversial 13-month sentence for soliciting minors for prostitution. He had been sentenced in 2008 and was placed under a work-release program that allowed him to leave the county jail during the day. After his release in July, he returned to his private island, Little Saint James in the U.S. Virgin Islands, where he resumed his high-profile activities.
While the exact month of his return to the island isn’t widely documented, it’s generally understood that after his release in July, he would have returned to the island shortly thereafter.
2009. On 6^th August 2009 Ofsted wrote to Mr Dunkley in regard to a recent unannounced inspection. Which areas of concern and development required 1) Due to the limited social worker capacity, assessments are not always written promptly. This leaves some files with inadequate written information on which to make safe decisions. 2) Caseloads are generally high and, in some instances, excessive. 3) The current method for determining the finish date for initial assessments is not consistent with the definition of the associated national indicator.
In 2010, over 430,000 children went missing under Family Court orders, with their whereabouts unknown due to systemic failures and lack of proper documentation. These children were also unable to access their Child Trust Funds (CTFs), which were meant to be set aside for their futures. This same number, 430,000, is cited in the NSPCC’s 2025 briefing, highlighting the ongoing impact of these failures within the child welfare system, where children remain unaccounted for and denied access to critical financial support intended to aid their future.
2010. Ombudsman complaint with Mr. Martin Catterwall Reference AR/TS/964 and with the Ombudsman internal complaint against East Sussex. Complaints Ombudsman reference 201003216, Parliamentary and Health Ombudsman (PAHO) EN-97702 in respect to a social worker being asked to fabricate documents under manager Christine Stirling’s fabrication of children reports.
March 2011 by a company called WebMediaProperties, which is known for developing and managing adult content websites. The platform allows individuals to participate in live streaming, primarily in the adult entertainment industry, where performers interact with viewers via webcam.
2012. Matt Dunkley was nominated for a CBE for services to children, young people and families in the Honours. Matt was director of children’s services in East Sussex for eight years. He was also President of the Association of Directors of Children’s Services (ADCS) from 2011 to 2012.
2013, Timothy W. Newcome, identified as Jeffrey Epstein’s Citrix programmer, was associated with the formation of a new company in Ohio. Apr 2013. On 17th Apr 2013 it was announced by East Sussex that Matt Dunkley, director of children’s services at East Sussex County Council, was leaving the local authority after 21 years to take up a post in Australia.
2013 Timothy W. Newcome — the same man listed as Epstein’s Citrix programmer — was relocated and sanitized in 2013 as part of an FBI or intelligence placement, then the most logical conclusion is this
2014. Dunkley was also immediately removed from the education department’s integrity committee, which he had been appointed to in the wake of IBAC’s investigations. It was reported again in the Geelong Advertiser in a news story they broke IBAC Ultranet report former-boss Matthew Dunkley not yet fully cleared by anti-corruption body. The Independent Broad-based Anti-Corruption Commission released a scathing report on Friday into the Department of Education’s bungled Ultranet project, It was reported there was ‘Disturbing pattern of improper behaviour’ in Ultranet.
2015. NCPCC created a briefing document which presented statistics to the UK government concerning the vast number of children in the childcare system. Outlining half a million children in Northern Ireland in the social care system they could not identify a reason for apparent discrepancies or shortfalls.
2016. IBAC Darrell Fraser scandal in Victoria in which it was said “broke every fucking rule in the book and spent millions of dollars he shouldn’t have spent” in respect to the Ultranet software system. Matt Dunkley was prompted by the news that the situation was being investigated by IBAC. Allman discussed how he had “destroyed evidence”. Dunkley can be heard saying to Allman: “well, thing is you told me you fucking destroyed all the evidence as soon as you knew … the empire was gone, mate … you told me that you just fucking deleted that shit — got rid of it all, kept yourself ‘squeaky clean’. Once you knew this was going on.” Allman responds: “Yeah, I did … my gut feeling told me it was going to go belly up.”
2017. In department Ultranet schools project, an IBAC spokesperson told ARN with Matt Dunkley Deported.
2017. From the Online version of the ‘Newspaper Geelong’s Advertiser’ in Australia there is an article by writer Bodi Dittloff entitled ‘Department of Education and Training south-west regional director Matthew Dunkley suspended as corruption probe continues’. The embattled education director had been sacked and had been dismissed from his position as South Western Regional Director, as anti-corruption investigations into the Victorian government department. 2017. Matt Dunkley becomes KCC Director for Children, Young People. 27 November. 2017 .Having worked for Norfolk County Council for only 10 months, 16 days . Seventeen months after Mr. Dunkley joined the organisation a damning Ofsted report, released in March 2019, rocked KCC significantly as it vindicated what parents had been saying all along – KCC SEND services were not fit for purpose. He served in this role up until 2022.

2018. Paul Morgan the Children’s Director in Newry Northern Ireland blamed East Sussex for their predicament but would not elaborate why before he left his position.
Jan 2019. Louise Sargent of Amber Rudd’s MP’s office received East Sussex letter Fri, Jan 18, 2019, 3:58 PM starting that they were aware in which is under investigation by the children’s minister Katherine Zappone, who he states has announced a scoping exercise to see if the activity was wide-spread. East Sussex Council reply to the MP, states that he believes this “scoping exercise” will indicate that it involves Children from East Sussex. Social Services”.

Matt Dunkley, being awarded the OBE (Order of the British Empire), might have received it for his significant contributions or exceptional service within the field of children’s services, education, or local government. Generally, individuals who have been involved in serious criminal activities or who have been convicted of certain offenses might be disqualified from receiving or holding certain honours, including the Order of the British Empire (OBE). If someone with an OBE is involved in criminal activities or convicted of serious offenses, it can lead to discussions or potential revocation of the honour.
2023. It was identified to Prieto Bourne at UK Parliament 9^th May 2023 that there were half a million children involved with money laundering, out on a limb in Northern Ireland. Going on record to my Member of Parliament regarding the lack of acceptance of my offer plainly expressed under contract law and in additional regard to Bridget Prentice MP Parliamentary Under Secretary 2009 and that she begged to move changes to the motion through Parliament of Judiciary and solicitors Ex Parte Applications (Family Courts) Volume 504: debated on Wednesday 20 January 2010.

Which key figures the Trust explained appeared to be using ‘Mathusianison’ in their approach to complaints similar to that used in the UK Post office scandal.
2024 Rishi Sunak said that “These things that happened a long time ago right that these are looked at appropriately and these stories are appalling people were treated absolutely appallingly, that is wrong, and we should do everything we can to make it write” So why not in this case for other injustice?

February 2026 — Surrey Police — the force for the county of Surrey in England — have said they will ask the FBI for more information about allegations in the recently released documents that refer to historical abuse “paedophile ring” parties in Britain, including claims that Prince Andrew Mountbatten-Windsor and Ghislaine Maxwell were present at events that allegedly involved child abuse. These claims are unproven and heavily redacted in the released files, but Surrey Police have said they want to get more detail from the FBI before deciding whether there’s anything they need to investigate further.
February 2026 — The US Department of Justice recently released thousands of pages of Epstein-related files, and a subset includes claims about abuse that allegedly took place in the UK — including Surrey — during the 1990s. Because these are redacted and incomplete, the local police say they’re contacting the FBI to try to obtain the unredacted information so they can properly assess the situation.
February 2026 — Separately, the Metropolitan Police Service (London’s police force) has also been reported to have contacted the FBI about allegations involving Andrew earlier, based on emails shown in the newly released documents. This was a request to check whether any US investigations or evidence existed that might assist the UK police review — not necessarily a formal criminal investigation yet.
