Clinton; Rt Hon. Tony Blair; Rt Hon. Lord Peter Mandelson; Matthew Dunkley; and Rt Hon. Keir Starmer MP. Summary of request Between 2002 and 2011, an estimated approximately 430,000 Child Trust Fund (CTF) beneficiaries have not received their expected payments or otherwise appear to be missing from records accessible to families and relevant UK authorities. My daughter, Emily Cathryn Newbold Smith (born 2006; NHS number 648 343 9091), is one of those affected. There are serious and unresolved questions about whether systemic failures, cross-jurisdictional placements of children, and possible misuse of financial instruments (CTFs/Junior ISAs) are connected to a pattern of misconduct that may cross U.S.โUK jurisdictions. Why congressional oversight is warranted (1) Preliminary documentary evidence and contemporaneous records (attached) raise questions about cross-border communications, high-level appointments and removals, and possible connections to private actors that may have had transnational influence. (2) The matter implicates U.S. foreign policy personnel and interactions with foreign officials in circumstances where U.S. visibility or influence may be material to uncovering facts. (3) Congressional committees possess the power to investigate matters touching on cross-border corruption, human trafficking, and financial crime that may intersect U.S. interests and persons. Requested actions Please consider the following immediate actions: Open an oversight inquiry into the scale and causes of missing/unclaimed Child Trust Fund accounts and related cross-jurisdictional placements of children. Issue subpoenas (where supported by the inquiry) for testimony and documents from: William J. Clinton; Tony Blair; Peter Mandelson; Matthew Dunkley; and Keir Starmer โ specifically seeking communications, travel/itinerary records, financial/payment records, and any documents referencing Child Trust Fund policy, placement of children across jurisdictions, or interaction with private intermediaries between 1998โ2014 (or relevant years). Coordinate with the Department of Justice, FBI, and other federal agencies insofar as U.S. investigative authority is implicated by the committeeโs findings. Evidence attached I can attach a concise evidence pack for the committeeโs consideration: (A) two-page chronology of key events relevant to my daughter and related cases, (B) copies of court/social services documents (redacting any sensitive personal data as you advise), (C) copies of published reporting and my investigations (links and PDFs), and (D) suggested witness list and specific document requests.
