Dear Mr. Burnie,
I am writing to formally raise further concerns regarding what may constitute oblique intent in public office, specifically in relation to ongoing matters involving Operation Dunham.
As you are aware, I have submitted correspondence and evidence to both IBAC and OVIC regarding this matter, particularly concerning taped recordings that remain undisclosed. Despite various explanations offered for withholding this material, no lawful justification has been demonstrated, nor has access been granted in accordance with public transparency obligations.
Following this, I wrote directly to the Commissioner, who I believe expressed support for our efforts to ensure accountability—particularly with regard to the actions of Mr. Dunkley, whose conduct raises serious questions. In response, I received a letter from the Commissioner encouraging further escalation of these concerns to Minister Ben Carroll MP. In line with that advice, I did so by tracked and signed delivery.
It is now a matter of public record that this correspondence was never collected by Minister Carroll’s office. e.g Formal Complaint: Unacknowledged and Uncollected Correspondence to Minister Ben Carroll MP Regarding Operation Dunham – Public Interest Matter – thestealingofemily.co.uk. Given the importance of the issues raised—including the suppression of evidence and the obstruction of justice—this failure to acknowledge formal, signed communication is deeply troubling and reinforces the concern that critical material is being deliberately kept out of the public domain.
I request clarification on whether OVIC intends to treat this pattern as a breach of its oversight responsibilities and whether steps will now be taken to ensure these recordings and related documents are secured and reviewed.

- Investigate whether any records exist relating to the handling, logging, or refusal of the above correspondence.
- Confirm whether the Minister’s office has acted in accordance with its duties regarding incoming public interest communications.
- Review whether any FOI-relevant documentation or recordings (including Operation Dunham material) are being improperly withheld.
