This second submission has become necessary due to the lack of any evidence that previous letters sent by Royal Mail Signed For / Special Delivery were actually received by Number 10. Royal Mail has been unable to confirm delivery or provide proof of receipt, which has raised serious concerns, particularly given the importance and sensitivity of the materials enclosed.

Dear Cabinet Office,
Please find attached a formal enquiry submitted via GOV.UK concerning two Royal Mail Special Delivery parcels (Tracking References: DS340986620GB and DS340986029GB) addressed to 10 Downing Street. These parcels contained legal and evidential documentation connected to the โThe Stealing of Emilyโ caseโspecifically involving safeguarding breaches, cross-jurisdictional matters, and evidence of alleged procedural misconduct within public services and the courts.
Due to serious anomalies in the Royal Mailโs tracking recordsโraising questions over the chain of custody and final deliveryโI contacted Royal Mailโs customer service line and was advised there had been a mis-scan. The agent confirmed that neither item had been delivered to No.10 by the time of the call (10:47:55 PM, 14 May 2025).
