Ministerial Accountability: Missing Responses and Conduct

On 3rd May 2025, and on 13th May 2025 following the dispatch of a letter to Sir Keir Starmer, Prime Minister and MP, I submitted an additional complaint using the UK Government Cabinet Contact Form — a mechanism for ministerial accountability that remains relatively unknown to the general public.

The Royal Mail Signed For Delivery item (Tracking Number: DS340986620GB) was recorded as delivered and collected at approximately 5:58 AM the following morning in London, according to national tracking systems. This rapid delivery—less than 12 hours after posting—defies standard national postal expectations, which typically suggest a 2-day delivery window for such correspondence.

I telephoned Royal Mail 10:47:55 PM out of curiosity about this delivery which DS340986620GB. left Hastings on 13th May 2025 3:33pm yet it as collected from London according to tracking 14th May 2025 04:58 am in the morning I did not know whether to congratulate them or ask for more detail.

That is quite a curious timeline—and definitely worth a raised eyebrow. is this an indication of broader corruption?

Here’s the situation broken down:

  • 📦 Tracking Code: DS340986620GB
  • 🕒 Left Hastings: 13 May 2025 at 3:33 PM
  • 🕓 Recorded as “Collected” in London: 14 May 2025 at 4:58 AM

So, in less than 14 hours, to be honest I don’t know where to congratulate them or question as it is unusually fast and vague. This matter will be going into court with everything else pertinent.

if I serve subpoena, should it be required Royal Mail, will they be able to prove delivery?

Royal Mail said on the telephone after 30 mins on the phone 03457740740 customer support advised: “There has been a mis-scan something has gone wrong. We have it at the customer services deported doesn’t open to 8:00 am Collected and Signed for is an incorrect scan.“

Can you please inform if you can sed an image of both parcels’ DS340986620GB and DS340986029GB delivery at Number 10

Royal Mail Said: “Neither item has been delivered to No 10 as of the time of this call“.

Royal Mail Said: “Just a minute Are you the Sender“

Yes, I exclaimed.

Royal Mail Said: “I did not realize this was 10 downing street”.

When were they delivered the first one Daniel Oxford Call Center. I expect you to provide this recorded call to me and evidence that both letters have received at No10.

Brilliant I am looking forward to certain fact both are delivered.

This raises concerning questions:

  • Was the item intercepted or diverted prior to its official delivery?
  • Why has no reference number been issued in acknowledgment of the complaint submitted to the Cabinet Office?
  • What system or personnel received and signed for the item at this unusually early hour?

Given the serious nature of the materials enclosed—including information relating to alleged misuse of Closed Material Procedures, data protection breaches, and ministerial conduct in relation to a child safeguarding case—any indication of procedural irregularity or interference must be addressed transparently.

As such and expecting something from these people to occur I had written to the Cabinet office Team through their Webform.

Dear Prime Minister,

I write again to raise a deeply serious safeguarding concern regarding my daughter, Emily Newbold-Smith, and the apparent concealment or misrepresentation of her whereabouts by public authorities — DS340986620GB.

I previously submitted a formal letter both via email and recorded delivery — DS340986029GB — but have received no formal acknowledgement or reply.

What I have received instead is an automated response from the Cabinet Office’s Public Correspondence Mailbox, which explicitly states that the mailbox is no longer monitored, and that no reply will be issued. This appears to reflect a deliberate obstruction of public engagement and a systematic evasion of ministerial responsibility.

This behaviour amounts to oblique conduct in public office and a clear potential breach of the Ministerial Code, particularly regarding the duties of transparency, accountability, and integrity in public service.

“Oblique behaviour and conduct amounting to administrative prorogation of public accountability.” — a matter of legitimate public interest that demands formal engagement by the UK Government.

Enclosures:

  1. Original email sent to the Prime Minister and Cabinet Office
  2. Copy of recorded delivery letter (previously sent to 10 Downing Street)
  3. Automated email reply from Public Correspondence Mailbox confirming the mailbox is not monitored

Unless a formal response is received within 10 working days, I will escalate this matter to:

  • The Parliamentary Commissioner for Standards
  • The Public Administration and Constitutional Affairs Committee
  • External safeguarding and legal accountability mechanisms, including those with international remit

This is a matter of public interest and potential unlawful administration. I expect immediate confirmation of receipt and a clear indication of what steps your office will now take.
