Dear Ms. Julie Odams,
I am writing to formally escalate my concerns regarding the failure of the Local Government and Social Care Ombudsman (LGSCO) to respond to my complaint and provide the necessary HR contact details. Despite my previous email to Mandy Cashmore on March 2, 2025, I have yet to receive a response.
For reference, my complaint relates to Ref: 24/351 – 24 012 899 and 24/365, involving serious concerns about the conduct of Reading Social Services, Newry Social Services, and East Sussex Social Services, including potential misrepresentation of facts and procedural failures.
I now request the following:
A formal response to my complaint and an update on the status of any investigation.
Direct contact details for the relevant HR representative who can address my concerns.
The continued lack of response is deeply concerning and suggests a failure in procedural transparency. Should I not receive a response within 48 hours, I will escalate this matter to external regulatory bodies, including the Information Commissioner’s Office (ICO) and the First-tier Tribunal (GRC), as well as explore media and legal options.
I am writing in response to your letter, which you stated was postmarked 25-02-25. In your letter, you claimed that there does not appear to be any infringement of legislation that the ICO could regulate. This statement implies that no legislative breach has occurred, a position that is both debatable and, it seems, one you are unwilling to discuss.
From the information I have providedโincluding Challenge to Local Government Not Investigating False Narratives [https://thestealingofemily.co.uk/]โit is evident that there has been no proper complaint procedure, process, or HR management. No such evidence has been presented. Furthermore, I strongly suggest that the ICO itself may be complicit in efforts to obscure the truth, as highlighted in:

It is irrefutable that Reading Social Services received information from Newry Social Services confirming that Catherine/Cathyrn and Lauren had moved to Northern Ireland. This is documented in records held by both authorities. Despite this, Reading Social Services, East Sussex Social Services, and Newry Social Services appear to have deliberately misrepresented or concealed this fact. This raises serious questions:
Why has Reading Social Services acted with deception, potentially even criminally, by ignoring documented evidence?
Has there been a deliberate effort to obstruct justice through the misrepresentation of Catherine and Laurenโs location?
Is this an attempt to manipulate jurisdictional authority to justify unlawful actions?
Why has the LGSCO failed to properly investigate this clear misconduct?
Furthermore, I seek urgent clarification on how it is possible for Lauren, Emilyโs sister, to have been born in Northern Ireland when this is factually incorrect. If authorities are asserting this falsehood, it suggests either gross incompetence or intentional fabrication. Given the significance of jurisdiction in legal and social service matters, this misinformation must be corrected immediately.
Failure to properly investigate and rectify these issues not only undermines public trust but may also constitute an abuse of power and a miscarriage of justice. I expect an immediate response addressing these concerns, along with a full explanation of the steps the LGSCO will take to hold those responsible accountable.
Had those involved engaged directly with my daughter instead of perpetuating obstruction and delay, this matter could have been resolved far sooner. Instead, public bodies have failed in their fundamental duties. Their refusal to address these issues demonstrates a systemic failure, leaving individuals at the mercy of self-regulating organizations that clearly fail to regulate themselves.
As the UK government currently provides no formal mechanism to challenge HR misconduct within these bodies, we are left with organizations that operate with no accountability. This situation is wholly unacceptable.
I expect a substantive response addressing these concerns
I trust you will ensure this matter is addressed without further delay.
