Subject: Follow-up on Complaint Reference IBAC F243411550406 โ€“ Children’s Director Matthew Dunkley

Dear Mr. Clubb,and Alison Byrne,

I am writing to follow up on my previous communication, which remains unanswered. Your recent statements appear inconsistent with corporate or local authority policy, raising significant concerns.

As I have clearly stated to your employeeโ€”whose conduct was both disgraceful and defamatoryโ€”neither Lauren nor Emily are Mr. Gerard Keenan’s biological daughters. Lauren is the biological daughter of Mr. Daniel Cunningham, and Emily is my biological daughter. This critical fact highlights the flawed assumptions that underpin the actions taken by the local authority, along with the scandalous behaviour of individuals such as Dunkley and Stirling.

Furthermore, Dunkleyโ€™s tenure as the Regional South West Director of Ultranet raises additional questions. It has come to my attention that Ultranet was involved in embezzling funds to another disconnected organization. Without a thorough investigation, how can you ensure that similar misconduct did not occur during his time with East Sussex Local Authority, Norfolk Local Authority, or Kent Local Authority, where he was previously stationed?

The legal and ethical implications of these oversights should not be underestimated. To emphasize the gravity of this matter, I draw your attention to the themes explored in JP Delaney’s Playing Nice, dramatized recently on ITV2. The story presents a harrowing dilemma faced by two families who discover their toddlers were switched at birth in a hospital mix-up. Set against a sweeping Cornish landscape, it examines the heart-wrenching consequences of such mistakes and the resulting legal, social, and emotional challenges.

Similarly, the issues at hand involve deeply personal matters of identity, familial bonds, and the responsibilities of public authorities to act in the best interests of the children involved while adhering to legal and ethical standards. Mishandling such situationsโ€”whether through negligence, misrepresentation, or a failure to investigateโ€”has clear and devastating consequences, which demand immediate attention.

I urge you to address this matter promptly and transparently, ensuring that the local authorityโ€™s actions align with its legal obligations and duty of care to the families affected.
