On the 19th of September 2024 I contacted the Police in Northern Ireland in regard to my missing daughter Emily Newbold Smith Serial 1582 – Reference CC2024092001582. I was informed that upon telephoning 101 on the 22nd of September at 5:30AM that the police in Northern Ireland had no Jurisdiction and did not have a postal address.

I am writing in reference toย Serial 1582ย andย Case Number CC2024092001582, datedย 20th September 2024. Please treat this communication as an official report regarding my daughter,ย Emily Newbold-Smith, NHS Numberย 648 343 9091, bornย 30th October 2006. Now upon this I telephoned 101 at 5:30AM 2 9/2024 seeing sent no In Quiry has been made by the police Who informed me this is not under there jurisdiction an had n postal address that they could provide.
In addition, I have previously informed you that both TUSLA and the media in Northern Ireland have publicly stated that the care system is not fit for purpose, despite local authorities charging โฌ300,000 per year per child. This raises serious concerns regarding the quality and oversight of care provided.
At present, my daughter, Emily Newbold-Smith, a minor, is being held in Northern Ireland, blocking any contact in breach of legal requirements. This is criminal under law as stipulated under the Children Act 1989, Section 22C(9)(b), and the Children (Northern Ireland) Order 1995, Article 27, which states that a child should not be moved more than 50 miles from their home.
Emily’s last known address was with Colette Keenan at 226 Barcroft Park, Newry, County Down, BT35 8ES, who is now deceased. After her disappearance from this address, various lies and criminal behavior have been perpetrated by members of the Southern Health and Social Care Trust. This resulted in only one LAC (Looked After Child) meeting in 13 years, which Emily did not attend. Since then, there has been institutional fraud to prevent me from communicating with her, based on toxic judicial procedures in both the UK and Northern Ireland.
Over the past two months, I have written 18 letters to the Children’s Commissioner, asking for a meeting with my daughter. Despite the lack of communication from their office, they have not provided any details stating that they had met with her. After speaking with social workers in Northern Ireland, I was advised to file a missing person’s report, which I am now doing.
I kindly request that you confirm receipt of this report and provide an update on the status of the investigation under the aforementioned serial and case number. Should any additional information be required from my side to expedite the process, please do not hesitate to inform me.

As you stated you have tried to contact me, I want to clarify that I attempted to reach 101 but was unable to get through due to it being the weekend, particularly on a busy Friday night.
It appears that there is a lack of action to address the wrongful separation of families, including my daughterโs case, which raises concerns about support for institutional fraud and toxic judicial proceedings.
I am aware that toxic judicial procedures can be defined as situations where the judge operates without immunity. If a judge creates a court order based on a fraudulent affidavit, the judge has committed a felony. Anyone attempting to enforce an illegal court order effectively commits an act of violence against the individual involved.
This situation can arise, for example, when a CPS worker files an affidavit. By law, the worker must submit a truthful declaration; however, many affidavits contain facts that the worker has no firsthand knowledge of. When a CPS worker submits such a false affidavit under penalty of perjury, they commit fraud upon the courtโa felony. Consequently, if a judge issues a court order based on that fraudulent affidavit, the judge is also committing a felony. When fraud is committed upon the court, both the judge and the court lose subject matter jurisdiction, exposing the judge to liability and potential lawsuits for fraudulent acts.
I am attaching communication related to this case for your review.

I demand a response to my points in hard copy within ten working days under the County Court Act 1984 adding a request under the principles of estoppel. I am aware from Statutory Instruments under The Civil Procedure Rules SI 1998 3132 thatย Application for an interim remedy where there isย noย related claim, Rule 25.4 … (4) The Court may grant an interim remedy whether, orย notย there has been a claim for a final remedy of that kind.ย ย
