I understand that you have been in touch with our office on several occasions on 16th and 19th September, in addition to further contact today, to raise issues regarding your daughter, and you have expressed a wish to speak to the Commissioner.
Details of your discussions with several members of NICCY staff have been given to me and I wish to confirm the information provided.
It is my understanding that you reside in England and you have advised our office that your daughter was removed from your care (in England) through Court proceedings. I am unclear whether these proceedings took place in Northern Ireland or England.
You have further advised that as a result of a Court Order your daughter was subsequently placed in a setting in Northern Ireland.
When judges make Court Orders of that type it is usually by using law created by the Children Act (if done in England) or the Children (Northern Ireland) Order (if done in Northern Ireland). Judges are bound by Court rules and statutory provisions when hearing those cases and making decisions. Appeals can be brought to higher level Courts if it appears judges have acted outside of the rules, or if there is some confusion within the law being used.
I understand that as result of ongoing concerns you had in relation to this you have engaged with the relevant Health and Social Trust in Northern Ireland (including through their complaints procedure) and subsequently with the Northern Ireland Public Services Ombudsman (โNIPSOโ).
Our office has legislative function in accordance with and defined by The Commissioner for Children and Young People (Northern Ireland) Order 2003. The remit this legislation gives us is clear in excluding us from investigating the conduct of any civil or criminal proceedings before any court in the United Kingdom or a complaint that falls within an existing statutory complaints mechanism.
On that basis your complaint against the Courts, and as well as that against the Health and Social Trust (currently being investigated by NIPSO), is outside our statutorily defined remit.
You will appreciate that it would not be appropriate for the Commissioner to discuss matters with you that are outwith his remit.
If there is any information in this email that is incorrect, or you have further information that may impact on our decision making, I would be grateful if you could let me know by replying e-mail.
For the sake of clarity staff within NICCY, as in other settings, have a reasonable expectation to be treated with and experience dignity at work. In the event of being spoken to in an abusive, threatening, or otherwise confrontational manner it is further reasonable for them to end such engagement.

To help others navigate the systemic fraud and failures that I have encountered, I created a website in conjunction with my third book. The Irish Times on August 19, 2004, described the care system as “NOT FIT FOR PURPOSE,” a sentiment that aligns with my experiences. As I am not located in your country, I request a net meeting or Zoom meeting with the relevant parties, particularly those involved in children’s services. You seem to be employing a Yuri Bezmenov Waged propaganda exercise of hate concerning these half a million children which causes worse than misery, when areas are no go in Northern Ireland and children are being killed in daylight according to the press in a neighboring city to Newry. Is this one million child abduction a hate related crime for the potato famine that was allegedly waged in Ireland by the English landownerโs potato famine. There must be this reason as you clearly have not offered anything up. By approximation at least seven people are affected by one child abduction when according to all reports Northern Ireland is overcrowded.
I donโt know what else to say when Laura should have been arrested and serving a jail sentence instead of being here in breach of GDPR which she likes to band about my daughter operating a meeting for an organization for which she does not hold an email address for. For twelve years you have known about my daughterโs familyโs location and provided one LAC meeting over that whole period in which you said you were going to evidence something Emily said. When you just fabricated documents. Are these LAC meetings supposed to be about Emily and why is she not present at any of them? I would point out again you have not given anything to prove you have my daughter under section 50(A) or any evidence that she is even alive. Donโt you feel ashamed as all you do is to be unlawful to protect your brand of social care at all costs of human misery.

I am writing to bring to your attention a series of troubling issues that have affected me both before and after the current situation. Despite my ongoing efforts to contribute positively through my work, I believe I have been unfairly targeted. I suspect this targeting may be related to the land I held in Battle, East Sussex, which appears to have considerable significance due to its title for half of Battle, East Susex.
Given the seriousness of these matters, I have been working with others to arrange a meeting with HM Land Registry. The agenda for this meeting includes the following items: [Insert Agenda Details Here]
I would appreciate your acknowledgment of these concerns and any assistance you can provide in facilitating this meeting.
Additionally, I wish to address the changes made to the rules regarding children born in Ireland applying for naturalization on March 26, 2021. These new rules do not apply to the cases of Lauren and Emily, as neither child was born in Ireland. It appears that the regulations you are citing are incorrect and do not pertain to their situation.
The current regulations specify that a child born in Ireland may not be entitled to Irish citizenship at birth if their parents are not Irish or British citizens or do not meet the three-year reckonable residence requirement before the birth. Such children must wait five years before applying for citizenship, accumulating four years of lawful residence within the previous eight years, plus one year of continuous residence in the State immediately prior to the citizenship application. The evidence I have clearly indicates that both children were born in England, and it seems you may have waited for this new legislation to be enacted to apply it improperly.
I also request proof of any paperwork you have, and if you cannot provide it to me directly, it should be reviewed by a proper advocate. I have already provided Colm McCafferty with a document from the Hastings Historical Society, whose researcher could not find any entry for either child born in Northern Ireland. Additionally, there seems to be evidence of duplication in the GRO register, which lists two children on the same referenceโLauren, whose birth certificate was oddly created in 2004.
Your previous Director of Children Services appeared to blame East Sussex, which at present cannot provide legal travel documents for either child to Newry. Why is your office in breach of certain care acts?
I recall the film Annie, where a deprived child faced many misfortunes. I wonder if you have any connection to Aileen, born in 1971, who is now fluent in Spanish. Can you inform me what languages my daughter, who is enduring similar misfortunes, is able to communicate in? Aileen reportedly had no childrenโis this something my daughter will also face, given her lack of understanding of family life? The situation my daughter is experiencing, akin to Aileenโs in the film, is distressing, and I fear the impact on her will be severe, especially as she is far from her place of origin.
Moreover, I am concerned that you might be guiding my daughter towards a future similar to the one portrayed in the film, or the misguided direction provided when contacting the NISPO ombudsman, who could not even read Mr. McCaffrey’s referral letter. It is the inherent obligation of the government to protect children from abuse and ensure their well-being, as childhood abuse can have devastating effects, leading to severe mental health problems, as argued by John Boland. Yet, these issues seem to be continually ignored and buried, leading to years of misery .
My family and I have faced immense difficulties in obtaining legal paperwork, which feels like a form of historical stalking. I am deeply disturbed that the proper transfer of care documents has not been provided, with excuses that do not align with the Information Acts. My daughter, who has no identifying knowledge of her family in England, is apparently required to give approval. This situation paints a dismal picture of children’s misery, especially as the holiday season approaches. For some of my family, time is running out to establish any meaningful relationship with their grandchild.
With the situation spiraling out of control, I believe it is crucial to initiate meaningful changes rather than continue with these evasive and harmful practices.
