Background and Unresolved Issues

To provide clarity, I wish to reiterate the specific complaints that have not been satisfactorily addressed:

  1. Abduction of My Child:ย Thirteen years ago, my child was abducted from East Sussex and moved over 50 miles away, in clear violation of legal requirements. This matter has been inadequately handled.
  2. Court Proceedings and False Evidence:ย During court proceedings, a social worker identifying herself as Christine Elizabeth Stirling (a name I suspect to be false) provided evidence under the authority of Matt Dunkley, whom I suspect of embezzlement, thus compromising the integrity of the case.
  3. Neglect in Handling of My Childrenโ€™s Motherโ€™s Death:ย There was a failure to support my children adequately following the death of their mother, including poor communication regarding her remains.
  4. Illegality in Moving Children to Northern Ireland:ย I have raised concerns about the illegal movement of children, including my daughter, from East Sussex, Kent, and Norfolk to Northern Ireland without proper information or documentation. This constitutes severe legal and procedural concerns.

Criminal Complaint Dated July 30, 2024

On July 30, 2024, I lodged a formal criminal complaint against several individuals within the Southern Health and Social Care Trust, including:

  • Donna Hughes, Deputy Lead Safeguarding Officer
  • Anita Dennison
  • Michele Quinn
  • Laura Spiers, Governance Coordinator for Children & Young People’s Services
  • Colm McCafferty, Interim Director of Children’s Services

In this complaint, I outlined:

  1. Criminal Mismanagement and Misconduct:ย The actions of these individuals, particularly concerning my daughter Emilyโ€™s case, suggest gross mismanagement and potential criminal misconduct. This involves potentially half a million children, necessitating urgent and thorough investigation.
  2. Telephone Number Discrepancy:ย The telephone number 0300 123 1231, provided as a contact for Emilyโ€™s supposed education placement, is identical to that of Ofsted. This raises serious concerns about the accuracy and legitimacy of the information provided by the department.
  3. Impact on Children:ย The potential harm to children under your care due to these issues is alarming and requires immediate investigation to ensure their welfare.

Repeated Requests for Advocate Support

I have repeatedly requested an advocate to assist me, but this request has been ignored. This refusal obstructs my ability to seek justice and resolution.

Issues with Complaints Process

You have indicated that the Trustโ€™s complaints process has been exhausted, as outlined in your letters dated 22 January 2024, 9 February 2024, and May 2024. I contest this assertion. The Trustโ€™s refusal to fully address my concerns and the suggestion to contact the ombudsmanโ€”who has stated this matter is outside their remitโ€”are unacceptable and inadequate responses to the serious allegations I have raised.

Urgent Demands for Action

Given the unresolved nature of these issues, I demand:

  1. Immediate Investigation:ย A comprehensive and independent investigation into the actions of the individuals named in my July 30th complaint, focusing on the management of Looked After Children (LAC) records and potential criminal misconduct.
  2. Clarification on Telephone Number Discrepancy:ย An immediate and detailed explanation for the use of the telephone number 0300 123 1231 in relation to my daughter Emilyโ€™s education.
  3. Provision of an Advocate:ย Immediate assignment of an advocate to assist in this matter.
  4. Review of Complaints Process:ย A review of the Trustโ€™s complaints process to ensure it adequately addresses and resolves serious concerns.

Next Steps

Please acknowledge receipt of this letter and provide a detailed response to my concerns without further delay. The gravity of the situation necessitates prompt and decisive action to ensure the welfare of the children involved, including my daughter.

Failure to address these issues will leave me with no choice but to pursue legal action and public exposure of the Trust’s mishandling of this case.

I am writing to express my deep concern regarding the inconsistent and contradictory treatment of my daughter, Emily Cathryn Smith (NHS Number: 648 343 9091, born 30/10/2006), by various authorities, including the General Register Office (GRO), the Local Authority, and other involved parties.

Recently, the General Register Office and the NSPCC stated that my daughter Emily is legally considered an adult at the age of 17. However, Colm McCafferty and his team seem to operate under the belief that Emily is not an adult until she turns 25. This discrepancy is exacerbated by East Sussex County Council’s decision to direct my complaint regarding Emily to Childrenโ€™s Services, despite the earlier assertion that she is legally an adult.

This letter serves as a formal criminal complaint against several individuals within your department, including Donna Hughes, Anita Dennison, Michele Quinn, yourself, and Colm McCafertty.

Subject: Urgent Concerns Regarding Child Abduction, Mismanagement, Coercive Behavior by Social Workers, DNA Evidence, Parental Alienation, and International Awareness Scandal bigger than the post office.

I am writing to express serious concerns related to the website “thestealingofemily.co.uk,” and to formally outline the numerous issues I have raised with East Sussex County Council (ESCC), under reference 18971405. These concerns include the alleged abduction of my daughter Emily, subsequent mismanagement by authorities, coercive behavior by social workers, DNA evidence handling, parental alienation, and the growing international awareness of these issues, which I believe constitute a scandal of significant proportions.

Thirteen years ago, my daughter Emily was abducted from a location in East Sussex and transported over 500 miles away from her relatives. This action violated legal requirements, as children should not be moved more than 50 miles from their relatives without proper legal authorization. The incident and its aftermath are extensively documented on my website, The Stealing of Emily.

During court proceedings, evidence was presented by a social worker identified as Christine Elizabeth Stirling. However, I have substantial reasons to believe that โ€œChristine Elizabeth Stirlingโ€ is an alias and that she is currently employed under a different identity in Kent. This deception undermines the integrity of the evidence presented, which has had significant and lasting effects on my case. The evidence was presented under the authority of Mr. Matt Dunkley, then Director of Childrenโ€™s Services, and I suspect serious misconduct, including potential embezzlement, which raises significant concerns about the integrity of the court proceedings.

The lack of support from ESCC had devastating consequences, including the tragic passing of my childrenโ€™s mother, who I believe was neglected by the council. Additionally, her ashes were mishandledโ€”left unclaimed at the funeral directorโ€™s because no one was informed. This level of negligence is distressing and unacceptable.

I am alarmed by the coercive behavior exhibited by social workers involved in my case. As outlined on my website, these individuals exerted undue pressure on my family and me, manipulating circumstances to serve their own agenda rather than the childrenโ€™s best interests. This behavior included making threats, providing misleading information, and using psychological tactics to create fear and compliance.

Another critical issue involves the handling of DNA evidence in the legal proceedings related to my daughterโ€™s case. I have sought guidance from the FBI regarding discrepancies and concerns surrounding DNA evidence that was either mishandled or misrepresented by local authorities, which has severely hindered efforts to confirm my daughter Emilyโ€™s status.

I also have concerns that my children, along with others, have been unlawfully relocated from East Sussex, Kent, and Norfolk to Northern Ireland without proper documentation or notification of their whereabouts. The lack of transparency surrounding their movements suggests broader misconduct. The National Police Chiefsโ€™ Council (NPCC) has previously highlighted issues of this nature, and I fear that my case is part of a similar, ongoing mishandling.

These issues are not isolated but part of a broader problem of parental alienation, recognized as a serious concern in the UK. The actions of social workers and other authorities have contributed to a situation where my children have been alienated from me, causing long-term harm.

The serious issues surrounding my case have now gained international attention, particularly in Australia, where the story has been recognized as part of a broader critique of child protection systems. This international perspective has brought new light to the potential injustices within the UK system.

Additionally, I have raised concerns about the astonishing costs associated with my childโ€™s case, amounting to ยฃ281,000 per year. The exorbitant costs raise questions about the allocation of resources and the management of funds in child protection cases.

The county council in Northern Ireland appears to be acting illegally, failing to process critical information and documentation. Specifically, there has been no lab work or conclusive evidence provided to confirm whether my daughter, Emily, is alive, raising serious concerns about the integrity and legality of the processes followed by the authorities.

A report from the Sunday Express by Ted Jeory dated December 11, 2011, details how social workers are pressured to exaggerate or fabricate details to ensure children are taken into care. This troubling practice was prevalent in the same year that Emily was abducted, and it highlights the severity of the misconduct described in the Express report.

David Cameronโ€™s public statements regarding the need to streamline the adoption and care process raise additional questions about why so many children are taken into care in the first place. The issues highlighted in the Express report and the broader concerns regarding the handling of my case are part of a systemic problem that requires urgent reform.

Emily was stolen at the age of four after I attempted to secure a residency order in court. The situation in the court became increasingly farcical as I was forced to dismiss my solicitor during the family court proceedings. โ€œEarly Helpโ€ has added stress, regret, shame, embarrassment, and negative self-worth due to their ignorance and willful disregard of directives.

The current situation in Northern Ireland has spiraled out of control. The Interim Director of Social Services in Newry is not complying with Section 20 of The Children (Northern Ireland) Order 1995, nor with other critical sections and mandates. There have been no annual reviews as required, only two Looked After Children (LAC) reviews in thirteen years.

Complaints to Social Work England and the HCIP were ineffective, with both institutions refusing to investigate breaches of their code, claiming the social worker was not on their register despite being employed in Ashford. Finally, a recent statement by the Chancellor of the Exchequer acknowledges the need to reform family law and improve the system and reduce costs associated with children in care, underscoring the need for systemic reform.

Enclosed is my recent correspondence with the NSPCC, which fails to address the core issues of my complaint. Their response, attached, ignores critical documents and the content available on my website, including the latest post titled โ€œAppeal to International Criminal Court: Unresolved Criminal Activities in Northern Ireland.โ€

Thank you for your attention to these urgent matters. I hope for a prompt and thorough investigation into the issues outlined.
