Dear Sir/Madam,
I am writing to bring to your attention a matter of grave concern regarding a criminal organization operating in Northern Ireland. This issue requires urgent attention, as the activities of this organization pose a significant threat to the rule of law and human rights in the region.
Previously, I sent a letter to the relevant authorities on the 30th of July, 2024, cautioning them about this organization and its criminal activities. That letter was sent via Royal Mail under tracking number SA010651173GB. You can track the delivery of that letter using the following link: Royal Mail Tracking – SA010651173GB. Unfortunately, the situation remains unresolved, necessitating further action.
To provide more context and evidence, I have attached a copy of a letter that I sent to the relevant authorities in Northern Ireland today. This letter, sent via Royal Mail by signed for delivery (tracking number: SA045398300GB), details the specifics of the criminal activities and the individuals involved. You can track the delivery of this letter through the Royal Mail tracking service using the following link: Royal Mail Tracking – SA045398300GB.
I trust that the International Criminal Court will take this matter seriously and initiate the necessary investigations to ensure justice is served. I am available to provide any further information or clarification needed to support your inquiry.
Thank you for your attention to this urgent matter.
Yours faithfully,
Mr. Martin Newbold

CRIMINAL COMPLAINT
To:
Directorate of Children & Young Peopleโs Service (Governance Department)
Southern Health and Social Care Trust
Edenderry House, 18 Gilford Road,
Portadown BT63 5ED
Subject: Follow-Up on Criminal Complaint and Unresolved Issues โ Request
for Immediate Action and Advocate Support
08-08-2024
Dear Ms. Spiers,
I am writing to you again concerning the ongoing issues with the handling of
my case by Southern Health and Social Care Trust, specifically within the
Directorate of Children & Young Peopleโs Service (Governance Department).
Despite numerous attempts to address these concerns, including my letter
dated July 30, 2024, there remain unresolved issues that have been
inadequately addressed.
Background and Unresolved Issues
To provide a clear context, I wish to reiterate the specific complaints and issues
that have not been addressed satisfactorily:
Complaint to East Sussex Childrenโs Services (Ref: 18971405)
- Abduction of My Child: Thirteen years ago, I reported that my child was
abducted from a location in East Sussex to a location over 50 miles away.
This movement was in clear violation of legal requirements, which
stipulate that children should not be moved more than 50 miles from
their relatives. - Court Proceedings and False Evidence: During the court proceedings, a
social worker, who identified herself as Christine Elizabeth Stirling (a
name I believe to be false), provided evidence under the authority of
Matt Dunkley, a former director. I suspect that Mr. Dunkley was involved
in embezzlement, further complicating the integrity of the case. - Neglect in Handling of My Childrenโs Motherโs Death: I have also
expressed my deep dissatisfaction with the handling of my childrenโs
mother’s death, which I believe was due to a lack of support from East
Sussex County Council (ESCC). The situation was exacerbated by the
failure to inform the family about the ashes, which remained at the
funeral directorโs due to a lack of communication. - Illegality in Moving Children to Northern Ireland: I have raised concerns
that children, including my daughter, have been moved from East
Sussex, Kent, and Norfolk to Northern Ireland without proper
information being provided to their families. Despite my requests, there
has been no lab work or official documentation provided to confirm that
my daughter is alive. This, I believe, constitutes illegal activity by the
county council in Northern Ireland, compounded by their failure to
process information correctly.
Criminal Complaint Dated July 30, 2024
On July 30, 2024, I lodged a formal criminal complaint against several
individuals within your department, including:
๏ท Donna Hughes, Deputy Lead Safeguarding Officer
๏ท Anita Dennison
๏ท Michele Quinn
๏ท Yourself, as Governance Coordinator for Children & Young People’s
Services
๏ท Colm McCafferty, Interim Director of Children’s Services
In that complaint, I detailed my grave concerns regarding the creation and
management of Looked After Children (LAC) records, specifically highlighting: - Mismanagement and Misconduct: The actions of the aforementioned
individuals, particularly concerning the handling of my daughter Emilyโs
case, suggest significant mismanagement. The possibility of criminal
misconduct cannot be ignored, especially given the involvement of half a
million children, including my daughter. - Telephone Number Discrepancy: I raised a specific concern about the
telephone number 0300 123 1231, provided as the contact for the
location where my daughter Emily is supposedly attending further
education. This is the same number as Ofsted, which raises serious
concerns about the legitimacy of the information provided by your
department. This discrepancy must be clarified immediately, as it raises
questions about transparency and the accuracy of the records held by
your department. - Impact on Children: The scale of this issue, potentially affecting half a
million children, is alarming. The potential for widespread harm
necessitates an immediate and thorough investigation to safeguard the
well-being of the children under your care.
Repeated Requests for Advocate Support
In every piece of correspondence sent to your office, including my letter on
July 30th, I have explicitly requested the provision of an advocate to assist me
in navigating these complex and distressing issues. To date, this request has
been ignored, which is a violation of my rights and has significantly hindered
my ability to seek justice and resolution.
Issues with Complaints Process
You have stated that the Trustโs complaints process has been exhausted, as
outlined in your letters dated 22 January 2024, 9th February 2024, and May - However, I must contest this assertion. The Trust’s refusal to address my
concerns fully, coupled with your suggestion to contact the ombudsman, who
has already indicated this is not within their remit, leaves me without a proper
avenue for resolution. This is not an acceptable or robust response to the
serious allegations and complaints I have raised.
Urgent Demands for Action
Given the ongoing and unresolved nature of these issues, I demand the
following: - Immediate Investigation: A thorough and independent investigation
must be conducted into the actions of the individuals named in my July
30th letter. This investigation should also address the management of
LAC records and the potential for criminal misconduct. - Clarification on Telephone Number Discrepancy: I require an immediate
and detailed explanation for the use of the telephone number 0300 123
1231 in relation to my daughter Emilyโs supposed further education
placement. This issue must be resolved to restore any semblance of trust
in your department. - Provision of an Advocate: I reiterate my demand for an advocate to be
provided immediately. The ongoing refusal to grant this request is
unacceptable and obstructs my ability to engage effectively with the
Trust. - Review of Complaints Process: The Trust must review its complaints
process to ensure that it adequately addresses the concerns of those it
serves, rather than deflecting responsibility to external bodies that have
already stated they cannot assist.
Next Steps
Please acknowledge receipt of this letter and provide a detailed response to
my concerns without further delay. The gravity of the situation demands
prompt and decisive action to safeguard the welfare of the children involved,
including my daughter.
Failure to address these issues will leave me no choice but to pursue other
avenues, including legal action and public exposure of the Trust’s mishandling
of this case.
Sincerely,
Mr. Martin Newbold
